So actually in USA, environmental friendly countries gets a tokens for being environmental friendly. While the not so environmental friendly companies have to purchase those tokens. So either they can buy those from the government or from environmental friendly companies like Tesla. This is done to promote companies to become environmental friendly, and if your aren't e friendly, then pay fines (ie buy those tokens)
