Any kind of Pressure from Govt cannot make people follow rules. People should take initiative to plant more and more trees. That's the only solution IMO.

That's the issue. There is no strictness from Govt to make people follow rules. Everyone knows their Fundamental Rights, but no one wants to perform Fundamental Duties. People be like "Chal raha hai, chalne do" this kind of mentality cannot solve real problems.
