Do you really think that starting an quick commerce platform for tier - 2 and 3 cities is sustainable ?

I don't think it will work, because for quick commerce to be successful, the per order value needs to be higher. Companies like Blinkit and Zepto struggled for years to reach a per order value where they could make a profit. That's why I believe tier 2 and 3 cities are not ready for quick commerce at the moment.
