One of the reason is obviously cost. Second one is that a user doesn't use so many services daily today that he needs a super app.
And btw i think Paytm would become the first successful super app. And even tata neu is nice

after the ban on Paytm payments bank Paytm now shifted to Axis Bank and Yes Bank.
by my UPI ID @ptaxis it is clear that this this from axis bank and when I paid i see powered by Yes Bank
