But I heard someone say that it's not good for learning languages properly, it only makes us learn basic. Am I right?

Mm.. I am using Duolingo and why I feel your point is not wrong but at the same time I think it's all upon the users like not every child studies in a school same as student in Duolingo will not spend his full time and focus and will procrastinate, then only he will learn the basic language and if he wants to learn, he will be able to learn the complete language.

Maybe you are correct But it stands at top 5 in many reports about learning apps Moreover, If once a person tries to learn at least the basics of a language and later shifts to watching YouTube videos or movies in that particular language there are high chance of that person improving the language.
