I can't think of it much right now but one thing which i would do is whenever I would order something from zomato or blinkit or Amazon I would talk with them regarding this probably they would tell me a social media group or something like that where I would post that I need delivery partners and accordingly they would approach me,or else wise after making the app I would add a feature for delivery partners to register and do some marketing and stuff and they would come..
