That's a kind of crazy idea, to be honest. Bitcoin is scarce in its program itself. Who will going to maintain the legal rights of owning land considering the different laws in different countries? And overall, you would need the decentralized scope to implement this idea. Then why associate that with scarce commodity when we have programmable scarcity?
