How many of you have specific skills but don't have clients or don't know how to approach them or an introvert to ask for clients or don't have portfolio?

I have an idea for Startup but don't know how to execute the plan.

With the coming of devin ai, everyone is afraid and have mixed reviews about it. But ig its not as good as to replace the devs. They just seem to have a great marketing strategy. What's your opinion?
