Depends on the position and the knowledge requirement. If you can hire an intern keen on learning and implementing then you can have great people with less budget. However if you require someone with experience and ability to manage work, team, clients and more you would need to provide them with environment that they prefer mostly it’s opportunity to learn better than their previous/current organisation, better salary, bureaucracy free environment, and work life balance. These are just my thoughts based on my experience of hiring people for startups that I have worked with in my initial years of career. Hope this helps 🙃
