Is there are part three? i know nothing of this industry. On EV front, I heard long back that we stumbled upon huge amount of lithium reserve, which is positive news. Even machinary can be bought but skill and labour is something which takes years to develop that I am bit pessimistic.

Yes it is a long case study. This news was from Kashmir, but the lithium which was found was not fit for battery designing. Thus, this case was not promoted to any further stage. Even though machinaries can be bought, we as citizens and whose who are interested in this sector needs to level up our skills to match the global market. And yet again this point can only be proken with time and our efforts.
