You're partially right. We cannot call a normal vadapav stall a startup šŸ’€. But startup does not always have to solve a problem, they can create a new market too. For e.g you start a premium ice cream brand, it's not like ur solving a problem but it still is a startup. Anything which has vision, market, potential, is a startup. Vadapav stall does not qualify as a startup kyuki unka aim hota hai bas aj kese bhi din ke 2000 rupaye aa jaye, or ye sab maal bik Jaye, meanwhile startup owners think to capture market and they want to keep growing and earn more or capture market.

With this kinda dominance, ecosystem and everything. It is indeed becoming more a legacy company. Sure it will be hard capture the market by any other in future.
