Vc and angel have event build relationship in expo or networking event in your city check Like Venture capital summit If you still can't get funding for your startup do crowd funding but you need to register your company in usa which you can do virtually and raise fund from crow funding platform in usa you can't get money on ideation stage because investors are profit oriented now I have got life advice from my mentor that create any type of profitable business then create your dream project.
