It already works with *99# code and also Nokia keypad phones 👀 and without Sim network UPI lite works ( but without Sim itself is a potential threat for scam & frauds )

But it doesn't work on Jio, and if your recharge is over, no SIM supports UPI payments at all. I'm talking about making the same UPI app you already use work completely offline in a simple, seamless way — without depending on any SIM or network at that moment with robust security

Recharge doesn't matter for using UPI, just your sim should be in the device and have activated before after that recharge doesn't matter even with WiFi you can just pay

That would be a potential threat of scamming & it would be easier for cyber crimes. You can't do a payment without having sim in your phone, how do you think that would be secure ? You think of creating wallet kind thing ? that wouldn't be unified payment then Same UPI apps like GPay, Paytm, Bhim works offline with UPI lite i guess.
