so that means basically their technical team is weak, because they can't handle spams...so they chose to even disallow the genuine premium users to upvote...what kind of messed up prevention is that?

Those are not technical failure bro, there's no such way to prevent that type of spams. Like basically people create accounts just to upvote spam and delete so they just made it necessary to be on the platform for some time and know about the platform and then vote. ( way of retaining users )
