From a legal standpoint, the Motor Vehicle Act doesn't distinguish between "taxi apps" and "carpooling apps", it looks at commercial vs non-commercial use. If your app generates revenue (even through cost-sharing), you might need aggregator licenses. Check state-specific rules, Karnataka, Delhi, Maharashtra all have different interpretations.
