The first paragraph is exactly true. People nowadays are asking for funding like they are seeking personal loans. I have spoken to nearly 6 investors where everyone have said that We don't invest in idea stage because once we did and got nothing. I just asked spare me your 5 minutes and let me know why did it not come back they started saying out of 10, 8 founder who seek funding in ideas stage just use funds irregularly or personally too which makes fund raising difficult for the other 2 founder. About second paragraph, yea there are few investors who does that too like Richie Rich investors sitting in Dubai or Singapore Just throw their money and say work on it let's see how far will you go. About third paragraph, No it's not narrative that it's easier to get funding in west it's actually the truth, you can seek funding easily in west because of society and thinking of investors.
