when it comes to the passport office or govt office, someone else is not allowed to stand other than you and when it comes your idea of making someone else stand, they don't get any value other than just getting a wage, so here more than earning, it is I can say more of time waste the same time if he could use it for being productive he could earn more so yeah there are quite limitations, I would recommend you to come with a solution to reduce the queue and not monetize it
