cheap labour, NCR. good infra - bangalore NCR is cheap, Good availablity of developers, North India's hub.b infra is also ok. if you want cream- banglore, but remember traffic jams there. secondly, you haven't mentioned whether you need setup for development, operations or service center. if you don't mind spending, banglore is best but if you want to cut down your cost by 30%. study a bit about NCR, cut cost by 50%- Chandigarh IT park

Thank you Vineet for your time in giving a response. The setup I need is for all the three i.e. dev, ops and service centre. I can afford to lose extra 30% for the cream in Bangalore you mentioned about. Was just a little concerned about the recent developments that are happening in Bangalore related to language, as this could affect my ability to communicate with people during operations.
