Classic Google half-baked implementation. They force you to fill out these surveys but can't even make sure the basic functionality works. I spent THREE HOURS troubleshooting this exact issue last month. The problem is that there's an invisible field that tracks how long you've spent on the page, and if you navigate too quickly, it assumes you're a bot and locks the Next button. The solution? Open the page and literally wait 2-3 minutes before clicking anything. Sounds ridiculous but it worked for me.
