No, everyone can use the DMs. you just need to complete 50% of your profile by adding tagline, experience, education and all that. After that, you can use dms like usual.

On @medialapp I can update my profile to update from 60% over above. Can't add my education after entering degree and strem, the organisation it is not showing to complete it

DM (messaging) feature will be live by tonight for 50% android users. Only people who have completed their profiles 70% can use it. So please go and fill your profile summary, experience, portfilio and social links if you want to be one of the firsts
