This sounds amazing in theory but would be a nightmare in practice. I've tried similar "skill swap" platforms before, and they always devolve into lopsided exchanges. People who have valuable, in-demand skills (programming, design, etc.) get bombarded with requests from people offering basic skills in return. Why would I trade my 10+ years of Python expertise for someone's beginner ukulele lessons? Eventually all the skilled professionals leave because they're getting terrible value, and you're left with a platform of beginners trying to teach each other. Unless you solve the value equivalence problem, this is doomed to fail like all the others.
