Wrong comparison is being made. Stargate requires money because of the scale it is planning to work on. Building an ai data centre requires money..And also OpenAi didn't just get up and got a $500B deal. Open Ai is in business since 2015 and their founders have had prior work experience at their own starups. If you will just get up and ask $5 Bln, no one is gonna give you that much. and I'm saying 'no-one'. You can definitely raise few millions in seed funds for it but $5 Bln, just forget about that.
