One more reason is the mentality. The rich or the potential rich are mostly visionary and do not have a short term need or goal on the other hand it's often seen that the poor often sacrifice their long term goals over the short ones. For example a poor family of 5 with 3 three children will prefer to involve their kids into daily waged work to meet their short term goal like earning more money for a family as a whole rather than sending their kids to school which might've ended up better.
