Like say for example just out of curiosity I search "how to make a bomb" in Chatgpt. In my opinion, the complete responsibility should be of OpenAI itself to properly address these queries as end user can use it in any way possible. I don't believe in any way end user should be responsible. It's just my opinion!!

that's also a unique way to look at the problem, a user can also anything but the one who take scare on the bot must handle that it doesn't give any harmful response like we enter wrong information in a from (example) and the program says 'you have entered wrong value'
