there are some issues which I think create problems 1. packaging : who will pack the items. if you give the packaging responsibility to the farmer they will not buy packing machines or gears and that's right too why would they pay. And if you put your own packaging unit in an area you need a lot of men force and area too basically a lot of investment. 2. Switch your idea to make it organic food supply. Connect to the farmer and let them grow organic crops and food for you and after that you can sell the organic food at the malls and retail shops. That works in tier 1 cities because there people don't have a good quality of food so you can charge a much higher than normal in the name of organic.
