Focus on infrastructure first, infra is the reason they havent urbanised. If the infra comes, people will come too because right now, people are jsut leaving from rural places

Great ambition but unless you're a billionaire already, this wont happen ont he scale you wish it to...instead you could work with NGOs, urban planning bodies, and government programs that focus on rural development to get started
