Limited ability to innovate is cited often in the comments but I'd also like to flag that the access to capital is very poor in India for "speculative" tech focused companies. Domestic and International investors are very hesitant to invest for a variety of reasons like the possibility of scams ( The 251 Rs phone is one the largest scams ever), no faith in our ability to tech and so on. This is quite an asinine reason and I hope larger smartphone and tech heavy products begin to come out of India.
