Idea have potential but, suggestion is to Go on ground talk to 30-50 Local tour agencies and some well known, get the insights that how locally people do all their bookings and payments and how they get their service. Because, we visited Kashmir last summer and the most important aspect we had in our mind was Trust on Tour agency. i.e., whether its well know, will it give services as per their promises, and so on and so forth questions. because you may give 8k-10k more but you will not want to ruin whole experience and comfort.
