Blaming culture without considering systemic issues

Recently, the government opened a marvelous railway station, but people still have the habit of spitting paan. When I tell them not to spit here and to use the washroom instead, they said govt ki jagah hai yahn sab chalta hai. Is this a systematic problem? I know there are many systemic problems, but if we can't change ourselves, we can't change the system.
