as per data, 50% students stop schooling after 10th std., out of remaining another 40-80% stop schooling after 12th and only 40% of the remaining students get themselves register for UG programs. the main reason behind is economic condition of the parents and uncertainty of ROI, in terms of getting high paying jobs after UG, scares parents. Why shouldn't they, when Industries say 80% of UG passouts are not fit for employment, they lag basic skills.

Not all western countries. It's in USA and Britain only. Education is mostly free in almost all European countries. The edu loan is a bad concept we should never promote it
