Yaar when you say "attract" you have to have something that you attract folks to na? Then in this case a basic website at least that explains who what and why is necessary but I think at the pre website/app/anything phase, you shouldn't think about attracting people at all. You should instead of hunting and hounding people to get reviews and responses.

Instead of a full website, create a simple landing page at lest and use this page to explain your concept and collect email addresses from interested users. This would allow you to gauge interest and build an email list for future outreach. Seems limiting but within the constraints, this is a good first step.
