From a technology point of view how much will it cost to build an app like the Quick commerce apps in India? ie: the development costs Could one of you let me know?

u can use free tier things in tech still u will still need to pay for the payment gateway, maps, and some other miscellaneous domain, etc. like initial starting is super cheap but scaling it is harder
