Buddy i suggest you make a few friends or find a mentor in the banking sector, and as for the app dev, create protoype first and you can do that yourself through figma or uizard and then take that prototype to talk to people till the proof of concept is ready and the potential solution seems the right one. Then get enough sign ups to sue and go on to building the tech. Till you need to build the tech, literally, everything can be done for free. All it will take is some serious hard work. Don't start spending prematurely till you know this is the final thing you want to go all in with.
