In such case anyone can comeup with absurd and imaginary idea to win prize money. Even I can say my startup is working towards curing cancer and win competition! Accountability is necessary whether they are actually being spent on the idea. Winners not doing so takes away opportunity from people those who really need the fund.

Judges check the novelty in those ideas and qualify them for the prize man.They aren't dumb enough to approve dumb ideas
