Heavy data is nothing but cloud. you get options for cloud from different sources..build the web application from any agency or hire a full stack developer.

Demand on Ai model bcz if you build something in AI you get lots of data and train data set using machine model my suggestion is your hire fresher who knows about Ai and build team and work it it's cheap option

Pretty sure many dev agencies can make this, but if anyone you don't know can make it for some money, then I guess they can build it for their own profit and build a better one for themselves. Always trust but verify brother.
