YC has great articles about their founders doing things that don't scale like airbnb and pinterest to say the few. Just start bro, don't wait for money to come in, no amount will ever feel enough to start. Better to learn to do epic shit with limited resources so when you do get funded and have enough resources, you can own a huge chunk of the market.

Bro what is your idea? Don't worry about not having money, as long as you have a laptop or a smartphone, you can create a fully working looking figma prototype for free and use it to talk to people whether they will be interested in using/buing it or not. Agar ecommerce hai toh start with a whatsapp group. So many ways to get stuff started without any money.
