As an Indian there will be trust issues that.. people will think you to be fraud I don't think this business will grow much... afterall mobile is a basic need. No one will give you your mobile for even an hour

Very unorganised as a service, yes. But think about it. One day just urban company needs to start a segment, and it’ll destroy your whole business, JUST that in itself can not be a venture funded business, but sure if you feel like there is a need in your locality and you think you can make some money out of it, GO FOR IT. Seriously do.
