u can start up with around a lack by outsourcing from 3rd party and can customise your packing according to it and for registering and trademark purposes u need around 6k for initial start

Try to sell test kits and samples, and see the responses before going all in with aesthetic design and packaging and all that. Start with testing the actual product. If people like it in it's bare form then they will love it in it's aesthetic packaging and branding. Think of spending cash then, till then don't. Just run micro experiments.
