The best strategy that I have seen is - Referral + Event Ask any portfolio company of that investor to give you a warm referal. Then follow it up getting a stall at an event or a speaking slot where the investor will also be present. Before that, nudge the portfolio founder friend of yours to setup an offline interaction. The investor would be wowed to see you at the event and also since it came from a referral, would most likely meet.
