Firstly many Indian companies are doing partnership with foreign countries also tata doing great investment in this field so I don't think so any entrepreneur create giant semiconductor factory in India without any huge capital also it's takes lots of tech infrastructure and support from government so it's really hard for any average entrepreneur but you can create a small parts of semi conductor take contract of any thing from these giant companies . You, require investment in r and d, scientist and manufacturing facilities. You need to be extremely wealthy to do this. Or have competent team, develope your own prototype which beats today's chips and reach out to those who manufacture it
