It depends on the features you wanna put on it. Basically there are lotta stuffs starting from UI, then the integrations along with the programming. But you can opt for a no coder platform as well. But again for maintenance and security you will need some amount to invest on it. Also if you want to generate revenue from it , it involves sales and marketing. Basically if you ain't from CS background, it's better to go for no code platforms , as learning programming takes quite the time from basics .
