Don't hire unnecessary too many people in start it can be problem in future. Also who need to be hired depends very upon the idea. If it's SaaS then software developers, UI/UX designer should be enough other than these you can go with Product Managers, HR, Finance and legal. HR, Finance and legal is common for all startups but generally all those are handled by founders or outsourced.
