If I want to start a start-up now, so at the beginning stage, how many staff I have required and from which departments. I know only to hire is software developer, content creation, marketing, and please suggest some other if needed ?

Don't hire unnecessary too many people in start it can be problem in future. Also who need to be hired depends very upon the idea. If it's SaaS then software developers, UI/UX designer should be enough other than these you can go with Product Managers, HR, Finance and legal. HR, Finance and legal is common for all startups but generally all those are handled by founders or outsourced.
