For such a small enclosed space, a 3000 BTU portable AC unit could potentially work if you insulate the container very well as you mentioned. However, running it entirely off solar may be challenging without a large battery bank. My recommendation would be to look into ultra-efficient 12V DC portable ACs designed for offgrid use in RVs/boats. Coupled with some monocrystalline solar panels and a decent lithium battery setup, you could potentially make this work within a reasonable budget. Insulation is key though.
