Rapido did so with bikes but banned either in Kerala or karnataka. Because ,it do count in commercial business,which require Yellow number plate and license fees ,which would compel to imitate business model alike rapido or ola/uber...zoom..etc; And both ola and uber struggling with quality of service (ride cancellation). Even need to maintain servers which require money.Hence need to make revenue or to carry out profit for the purpose. For context,Ola and uber both are surging there loss as venture capital firms provide funding to them.Rapido is of unique kind and economical too ,as serves in two Wheeler market but suffering from noms and regulation / banned in some states due to regional politics(in sense,Autodrivers and car rental companies suffering losses from competition). conclusively it can be stated that In the business you will suffer political heat,financial obstructions and legal regulation abstrains. And if any wrongdoing happens owner will be legally sued.
