In US ,students who have 0 coding knowledge go participate in hackathons and grab a decent amount of knowledge by meeting other people absorbing their knowledge,while in india students watch YouTube tutorials alone in the room and do not participate

U mean the prizes and all which are given to the individual?yeah that will be there ,but as I said in one of the comments that the main thing is how will I generate revenue from such app?
If you are trying to be the organiser who do such events than they earn through sponserships and if you are trying to be the platform where people explore(discover) such events to participate than those earn by charging fees to those organiser.

Platform, for sure. You can allow people to create their profiles and track their collaboration in various events. You can award them badges based on their performance, which can be added to their portfolios. Don't worry about monetization; the thing you should be concerned about is execution. how to create a network effect on both sides. I mean, how to reach event organizers and college students. For now, conduct broader research and connect with me if you need anything.
Both the market is huge with many competitors. It's upto you what intrests you and where you have the edge in terms of execution. Go for the market which you understand better and have skills necessary to survive and you will be good to go.
