I agree with point 2&3 . According to me intelligence is a subjective word. Startups should provide open platforms to people who are motivated to work. They can start in form of internships where they just have to pay 2-3k a month to one person and allow them to learn, grow and come up with ideas. As they learn more and they get a stage to implement these ideas along with a team with whom they can discuss, they will naturally be more driven and thus become confident and that confidence will attract their intelligence as they continue to learn and grow.
