In street food the big problem is they don't have or follow government regulations and licenses . quality and safety standards issue . If you able to solve this then you can proceed with your idea. The Idea is very good . And lot of potential And there are some other challenges which I'm not writing because in your idea the main challenge is government licensed and regulations. You can't onboard someone who is not licensedor follow food and safety regulations . As far as I know, correct me if I am wrong .

You have mentioned your primary problem as high commission rates, but the reality is that cloud kitchens and street food vendors have the largest margins and can afford the most commissions as they don't have as many overheads as restaurants who on the other hand have to maintain ambience, seating, additional staff etc etc.
