I think rather than finding people to play with, you can help them to find people to play against , For example: As a kid we always had fun while playing bet matches against other teams like cricket or football or any other sports, this increases competetiveness and we can enjoy a lot with our friends as a team,

There are many apps like huddle where they help you find play areas near you for a fee. This can be a feature of it. But making a proper business out of this will be difficult. If you want, you can partner with these companies, and you can earn a good comission for bringing these groups to them for playing.

I faced this problem before, and thought exactly same as you did. But the main problem i found was, it needs the actually people who is interested in same sport and also from the same city. I faced my problem that there are very few people from one city or area, it needs to be marketed and placed well through good advertising of awareness among the players. Here is a way to monetize it too, By tieing up with sports shops or brand charging commissions from them, and running the adss is the best way you can earn money but it will need time, focus on creating awareness.
