As a person working as BD in service based industry i can answer this. You can serch for your potential clients and list them on the data then cold call and fix a meeting. The conversion rate is quite low as it is sometimes difficult to land a meeting or simply the Potential Client was not interested. But still it works and it doesn't need you to spend money do it does cost you time to work on calls but nevertheless cheapest option available. You can have small targets on ads and run Meta ads or PPC whichever suits your brand and generate warm leads or simply you can balance your warm and cold leads
