If you want connections and expertise with some interference in your startup then go for venture capitalists and if you want someone who help you without any interference then go for angle investers

No one, you should have bootstrap in the initial phase. (e baat alag hai ki kohi investors idea phase paar invest nehi karega, and if so, then it's rare.)

For pre seed angel investor might be better choice bcz if you manage to get right angel into your company. Many things will go smoother in future. If you're first time doing start-up I will say angel is better than VC if not first time then may be VC.

Try not to dilute much in the starting stage , bootstrap if you can tbh. Still if you want to raise pre seed funds angel would be a better option. In the end it all boils down to the amount you want to raise and what your future financial requirements are.
